Incorporate paraffin or even beeswax to make them water resistant
add cement and fibres to the mix before you mould it to make something really rigid and strong
The industry trys to keep cutting of fibers kept to a minimum to keep strength and properties in the pulp, so please skip the blender and shredder. Tear big chunks, let it soak and mix it with a paint stirrer or the like.
Hawaii has a lot "disposable" cutlery, straws, cups and take-out boxes by law now have to be compostable . For straws these had a biological-plastic coating on the inside and cups were made from this. Not sure this is doable for a DIYer. You might want to contact Precious Plastics. They were doing research into creating things like this. I remember they were using potato peels and such to make bowls and plates that you could eat off of.
